In the instance of Robert E. Lee HUNSUCKER that was listed on the WW1 draft list as being in the "State Hospital" in JacksonMS {now Rankin Co.}.  He happens to be my grandfather's brother.  The odd thing is Lee had a head injury and was committed to the hospital as a young man between the 1900-1910 censuses.  I contacted a nurse that worked at the hospital and she told me that it would take a court order to get the papers putting Lee in the hospital.  The papers are sealed in MS.  She said that oddly enough there probably wasn't any hospitial records left.  For some reason the hospital didn't keep accurate records during Lee's stay.  I contacted an attorney and he wasn't much interested in taking the case.  I dropped it but still just might go after it again.  I can't imagine what his life was like what with "shock treatments" and the like.  How horrible.  The family just didn't talk about it.  My grandfather knew virtually nothing as he was so young when Lee left home.  Lee died Oct. 1945 and his body was returned home to Bogue Chitto, MS for burial.

I did some looking and the State Hospital for the Insane was located in Jackson,
Hinds County, MS until the 1950's.  It was located where the current University
of MS Medical Center is now at 25oo North State ST.  
CENSUS RECORDS:

1900 CENSUS HE WAS LIVING WITH HIS PARENTS. 
1910 Honeysuckle, Lee age 33
1920 Census and   At the State Insane Hospital in Jackson City, Hinds County MS: 
Hunsucker, R E L inmate Male White Single 40  MS MS MS
